Mr. Matthew Cochran is an entrepreneur and seasoned executive-level leader, equipped with more than 18+ years of global experience in creating value in startups and propelling divisions of multibillion-dollar enterprises to growth in sales and market share. Mr. Cochran is currently serving as the Chairman & CEO of the Defense Services Marketing Council (DSMC). DSMC is a marketing incubator organization that accelerates international Defense, Space & Security industry related companies growth and serves as a collaborative organization of business development, public relations and marketing executives who represent industry related companies and service providers globally. 

In this capacity, Mr. Cochran is the senior managing partner for DSMC’s government and member organizations and advisory board appointments. He leads the DSMC monthly member and partner workshops to include a working group officially supported by the Tawazun Economic Council (TEC) and Emirates Defence Industries Company (EDIC) that brings focus and feedback to senior stakeholders on Offsets and Defense, Space and Security topics. Separately, DSMC was appointed the Strategic Consultant by the Abu Dhabi Technology Development Committee (TDC) to DITEC – The UAE’s Inaugural Defence Innovation, Research and Technology Conference that brought the world’s leading defence research and development center leaders to the UAE. DITEC 2015 was supported by The UAE Ministry of Defence as the strategic partner and officially sponsored by Tawazun, and the UAE Space Agency. DSMC works closely with TDC to support the INNOVATOR Space, TDC’s newest initiative to drive human capital development in the science and technology industries by inspiring, engaging and empowering UAE residents.

Previously, Mr. Cochran served as President of Cellcrypt, which is the leading provider of government-grade voice call encryption on everyday smartphones from 2011 to 2013. Mr. Cochran held the position of Director of Business Development & Commercialization at Al Taif Technical Services, A Mubadala Company from 2006 to 2011. With offices based in the UAE he built a business development team for sourcing, evaluating and closing new business opportunities worldwide. Prior to Al Taif he was Director of International Business Development with DynCorp, a global government services provider in support of U.S. national security objectives, delivering support solutions for defense, diplomacy, and international development with annual revenues in excess of $2 billion from 1999 to 2006. He captured international projects that contributed to its growth from a $400 million company with 3,000 employees to a $2 billion company with 13,000 employees operating in 36 countries. He actively participated in the Middle East M&A teams when DynCorp was acquired by Computer Sciences Corporation (CSC) and its subsequent sale two years later to the Veritas Capital Fund.

Mr. Cochran is an effective communicator and spokesperson, known as a sought-after speaker on the Middle East, International Trade, Technology Start-Ups and Defense, Space and Security Industry trends. He has received advanced Executive Education Certificates from Harvard Kennedy School, Dubai School of Government and holds a B.A. degree in Political Science from The American University in Washington, D.C..
